Pennsylvania Department of Community and Economic Development (DCED)

Commonwealth has partnered with DCED as an administrator of state tax credit programs since 2001. On behalf of donors throughout Pennsylvania, we have administered over $14.5 million dollars to benefit low to moderate income students and families.

Pennsylvania Higher Education Assistance Agency (PHEAA)

We have partnered with the Pennsylvania Higher Education Assistance Agency to help qualifying students access additional grant funding through the PA Partnerships for Access to Higher Education Program since 2006. Students awarded a college scholarship from one of our funds are nominated for additional assistance.

Established July 1, 2022 Commonwealth University brings together Bloomsburg, Lock Haven, and Mansfield universities into a single institution with multiple unique locations and campus experiences.

The Pennsylvania 529 College and Career Savings Program is designed to help Pennsylvania families steadily and strategically save for future educational expenses. PA 529 plans have significant state and federal tax advantages and can be used for a wide variety of qualifying technical, collegiate, apprenticeship and K-12 educational expenses.

Treasury offers two plans; the PA 529 Guaranteed Savings Plan, which allows you to save at today’s tuition rates to meet tomorrow’s tuition costs, and the PA 529 Investment Plan that offers a variety of investment options.

Keystone Scholars

Keystone Scholars jumpstarts a child’s educational savings by providing a free $100 investment. Every baby born on or after January 1, 2019, is eligible for Keystone Scholars. The program uses no taxpayer money. The funds are invested by Treasury to grow as your child grows.

Keystone Scholars accounts can be used after a child’s 18th birthday for a wide variety of qualifying technical, collegiate, and apprenticeship expenses.

PA ABLE

PA ABLE (Achieving a Better Life Experience) is a tax-free way for Pennsylvanians to save for disability-related expenses without impacting important benefits. PA ABLE allows for up to $17,000 in savings annually, and up to $100,000 total savings without impacting benefits.

Funds saved with PA ABLE accounts are easy to access and can be used for a wide range of qualifying expenses like day-to-day expenses such as groceries or rent, or more long-term expenses like paying for an adapted vehicle or assistive technology.
